It
is true to say that, there have been some failures by
PFI contractors to deliver what the LEA in past projects
expected. Because of this, the PFI process has become
more refined and the LEAs are requiring a much greater
level of detailed information, including the F&E
provision at the bid stage, where that is to be included
in the PFI project.
Providing
arbitrary ‘provisional sums’ for the F&E
is no longer acceptable and the fullest information
is now required. To help select the preferred bidder,
LEAs should have before them the clearest of pictures,
not only of the architecture, but also the furniture
and equipment that is proposed.
